The customer is at the cap on Collections.
Status
HTTP 409, title Collection limit exceeded. One of the limits errors. Branch on code, never on the status or the prose.

- Creating a Collection at the cap.
What to do
You are at the collection cap. Delete a collection you no longer use; its trackers keep running unless you ask otherwise.
