Stop tracking (DELETE /v1/trackers/{id})

DELETE/v1/trackers/{id}

Stops the cycles. Snapshots and Change Reports are kept, and the Tracker's change reports stay readable at GET /v1/trackers/{id}/changes after deletion. Deleting is final: tracking the target again creates a new Tracker.
